COMUNICADO DE LOS CÓNSULES HONORARIOS DE LAS PROVINCIAS DE BUENOS AIRES, MISIONES, DE LA REPUBLICA DEL PARAGUAY Y DE LA REPUBLICA ORIENTAL DEL URUGUAY.
En virtud de los hechos que son de público conocimiento, concretamente la invasión, con declaración de guerra por parte de la Federación Rusa sobre Ucrania, los cónsules honorarios de Ucrania en las Provincias de Buenos Aires y de Misiones, Argentina, junto a los cónsules honorarios de Ucrania en la República Oriental del Uruguay y de la República del Paraguay, hacen un llamamiento a la comunidad internacional y muy especialmente de la República Argentina, del Uruguay y Paraguay que albergan una importante inmigración de descendientes de ucranianos, a fin que intercedan para un inmediato cese del fuego de las partes en conflicto. Es por medio de negociaciones pacíficas que los diferendos entre las naciones deben tener tratamiento, en este caso de manera urgente, dada la cantidad de vidas humanas en juego.
Ucrania ya ha sufrido incursiones y pérdida de vidas humanas, primero en la invasión en Crimea en el año 2014, y luego mercenarios pro rusos que invadieron las provincias ucranianas de Donetsk y de Luhansk y arrebataron una parte del territorio soberano ucraniano. El resultado fue algo más de 15 mil muertos entre soldados y civiles y cientos de miles de desplazados.
El presente ataque, que resulta claramente una guerra prefabricada por el presidente Vladimir Putin a la cabeza de una gran potencia como Rusia, significa ni más ni menos una agresión armada unilateral, provocada por una sola de las partes o sea Rusia, en su afán de extender su territorio a países limítrofes libres, soberanos e independientes como Ucrania.
Este ataque ya ha provocado las primeras víctimas entre la población civil de Ucrania.
De acuerdo al tratado de Budapest en el año 1994, suscripto el 5 de diciembre de ese año, Ucrania adhirió al tratado de no proliferación de armas nucleares y esto le significó, por una parte, el desmantelamiento del armamento nuclear en todo su territorio, demostrando así su vocación pacífica. Los países miembros y garantes del mismo, entre ellos la Federación Rusa, garantizaban la integridad del territorio de Ucrania y su soberanía dentro de las fronteras preestablecidas.
Resulta irónico que Rusia hoy, garante de la Soberanía y la integridad de las fronteras de Ucrania por el tratado de Budapest, ataque a Ucrania, invadiendo al territorio ucraniano por diferentes frentes, bombardee ciudades indefensas, matando a civiles, y desate así, una guerra de imprevisibles consecuencias.
En esta violación serial de tratados no podemos olvidar lo acordado en los tratados de Minsk que tampoco han sido respetados
Por todo ello, es que pedimos a la comunidad argentina, paraguaya y uruguaya que nos apoyen en nuestra causa en aras de la paz mundial, seriamente comprometida por la incursión armada de Rusia.
Ojalá reine la cordura, y triunfe la paz; significará que los seres humanos aprendimos las lecciones de dos guerras mundiales previas.

ПОВІДОМЛЕННЯ ПОЧЕСНИХ КОНСУЛІВ ПРОВІНЦІЙ БУЕНОС АЙРЕС, МІСІОНЕС, РЕСПУБЛІКИ ПАРАГВАЙ ТА СХІДНОЇ РЕСПУБЛІКИ УРУГВАЙ.
Як публічно вже відомі факти, конкретно вторгнення, з оголошенням війни Російською Федерацією Україні, Почесні Консули України в провінціях Буенос Айрес і Місьонес в Аргентині, разом з Почесними Консулами України в Східній Республіці Уругвай та Республіці Парагвай закликають міжнародне співтовариство, а особливо Республіку Аргентину, Уругвай та Парагвай, які приймають значну імміграцію українських нащадків, заступитися за негайне припинення вогню сторін конфлікту. Саме шляхом мирних переговорів необхідно врегулювати розбіжності між націями, в даному випадку терміново, враховуючи кількість людських жертв, які поставлені на карту.
Україна вже зазнала вторгнень і людських жертв , спочатку під час вторгнення в Крим у 2014 році, а потім від проросійських найманців, які вторглися в Донецьку та Луганську області та захопили частину української суверенної території. В результаті загинуло більше як 15. 000 тисяч солдатів і цивільних, а також сотні тисяч переселенців.
Сьогоднішній напад, який явно є війною, приготовлений президентом Володимиром Путіном на чолі такої великої держави, як Росія, означає ні більше, ні менше, ніж односторонню збройну агресію, спровоковану лише однією зі сторін, а саме Росією, у її прагненні поширити свою територію на межі з вільними, суверенними та незалежними країнами, такими як Україна.
Цей напад вже завдав перших жертв серед мирного населення України.
Відповідно з Будапештським договором у 1994 році, підписаного 5 грудня того ж року, Україна приєдналася до договору про нерозповсюдження ядерної зброї, що означало, з одного боку, демонтаж ядерної зброї на всій її території, демонструючи тим самим своє мирне покликання. Країни учасники та гаранти цього, у тому числі Російська Федерація, гарантували цілісність території України та її суверенітет у заздалегідь встановлених кордонах.
Іронічно, що сьогодні Росія, гарант суверенітету та цілісності українських кордонів за Будапештським договором, нападає на Україну, вторгається на українську територію з різних фронтів, бомбить беззахисні міста, вбиваючи мирних жителів, і тим самим розв’язуючи війну з непередбачуваними наслідками.
У цьому серійному порушенні договорів ми не можемо забути те, що було домовлено в Мінських договорах, які також не були дотримані.
З усіх цих причин ми просимо аргентинську, парагвайську та уругвайську спільноти підтримати нас у нашій справі заради миру у всьому світі, серйозно скомпрометованого збройним вторгненням Росії.
Нехай переможе розсудливість, а мир запанує; це означатиме, що люди, вивчили уроки двох попередніх світових воєн.

RELEASE FROM THE HONORARY CONSULS OF THE REPUBLIC OF PARAGUAY, EASTERN REPUBLIC OF URUGUAY, AND THE PROVINCES OF BUENOS AIRES AND MISIONES
Under the actual events widely know, specifically the invasion with Russia´s declaration of war, the honorary consuls of Ukraine of the Republic of Paraguay, Eastern Republic of Uruguay, and the provinces of Buenos Aires and Misiones call on the international community, and specially the Republics of Argentina, Uruguay and Paraguay, which are home to significant immigration of Ukrainian descendants, to intercede for a immediate ceasefire of the parties to the conflict. It is through peaceful negotiations that the differences between nations must be dealt with urgently, given the number of human lives at stake.
Ukraine has already suffered incursions and loss of life, first in the Crimea invasion in 2014, followed by pro-Russians mercenaries who invaded the Ukrainian provinces of Donetsk and Luhansk, snatching a part of Ukrainian sovereign territory. The result was just over 15.000 deaths between soldiers and civilians, and hundreds of thousands of displaced people.
The present attack, which is clearly a war prefabricated by Vladimir Putin, head of a great powerdome like Russia, means neither more nor less than a unilateral armed aggression provoked by only one of the parties namely Russia, in its desire to expand the territory, bordering sovereign and independent countries such as Ukraine. This attack has already caused the first victims among the civillian population of Ukraine.
According to the Budapest treaty in 1994, signed on December 5th, Ukraine adhered to the nuclear weapons non-proliferation treaty; this meant the dismantling of nuclear weapons throughout its territory, demonstrating thus its peaceful vocation. The members countries and guarantors, including Russia, guaranteed the integrity of the Ukraine territory and its sovereignty within the pre-established frontiers.
It is very ironic, Russia in accordance of the Budapest Treaty, guarantor of the Sovereignty and integrity of the Ukranian borders, invading Ukrainian territory from different sides, bombing defenseless cities, killing civilians, and thus unleashing a war of unforeseeable consequences.
In this serial violation of treaties, we cannot forget what was agreed in the Minsk treaties, which have not been respected either.
For all this reasons, we ask the Argentine, Paraguayan and Uruguayan communities to support us in our cause for the sake of world peace, committed to Russia´s armed intrusion.
May sanity reign, and peace triumph; that will mean that the human beings learned the lesson of two previous world wars.
